The IT Business Analyst, Supervisor will create, document, and maintain business processes, develop and administer security profiles, and coordinate with information technology and end users for application upgrades and support. In addition to these responsibilities, this role will supervise two help desk technicians, providing guidance and oversight in handling technical support requests. The supervisor will act as a liaison between various stakeholders, translate business requirements into solutions, manage project plans, and provide technical support and training to end users.
Essential Duties and Responsibilities
- Supervise and manage two help desk technicians, ensuring efficient handling of user requests and system issues.
- Create, document, and maintain business processes; set and maintain application-level security; develop and administer security definitions and profiles.
- Coordinate with IT Staff and end users to implement patches, updates, and application upgrades, while educating end users on new functionality.
- Develop training curriculum and conduct training sessions; write training materials and clear, concise instructions.
- Consult and coordinate with IT staff or system vendors to resolve application/system and equipment problems; respond to end-user requests for assistance.
- Translate business requirements into business solutions using ERP system functionality.
- Act as liaison between executive and management staff, end users, and IT Staff to design and configure business solutions.
- Create and maintain table-driven business rules and other ERP application configuration settings; work with IT to design and test custom programs.
- Develop and manage project plans to implement business solutions and monitor and communicate project progress.
- Oversee help desk operations, ensuring that all support requests are addressed promptly and efficiently by the technicians.
- Assist in evaluating and performing application software upgrades and testing.
- Create end-user reports utilizing the vendor’s report writer and query tools; automate business processes using application workflow technology.
- Analyze and develop complex data and process models, logical application designs, and data definitions; customize applications as needed.
- Develop standards and procedures affecting applications management, design and maintenance, data management, data dictionaries, and documentation across multiple computing environments.
- Provide support to IT Staff and in the functionality of application services; monitor database growth, usage, and system capacity.
- Execute an application maintenance and monitoring plan; develop back-up strategies to ensure data security and availability.
- Set up and maintain user access to the applications; evaluate and perform application software upgrades, enhancements, and testing; manage and coordinate releases of new application versions.
- Maintain vigilance over and support the privacy and confidentiality of Protected Health Information (PHI); adhere to applicable federal, state, and local laws and regulations, accreditation and state licensure requirements, software licensing agreements and contracts, and the agency’s mission, policies, and procedures.
Job Requirements and Qualifications
- Bachelor’s degree in Computer Science, Business Administration, Public Administration, Finance, Accounting, or a related field.
- At least three or more years of experience in technology development and deployment.
Thorough knowledge of:
- ERP system modules in finance, accounting, budgeting, human resources, payroll, and property tax business process reengineering (BPR);
- ERP business solution implementation;
- problem diagnosis and troubleshooting techniques;
- computer systems for a multi-facility environment;
- business statistics and statistical calculations/formulas;
- windows-customized applications and systems administration; report writing;
- systems security protocols and troubleshooting.
Working knowledge of:
- relational database theory and design; security methods for managing ERP system access;
- principles and practices of training;
- principles and methods of automated records system management;
- web-based business processes (e.g., recruitment, procurement, employee self-service).
Skill and ability to:
- develop, communicate, and execute detailed project plans;

- create reports utilizing ERP application reporting tools;

- Proficiency with SharePoint, SQL, Microsoft Excel, Power BI, Microsoft Office software including Access, PowerPoint, Excel, and Word.
- Valid California Driver License ability to operate a company vehicle or car rental with a valid California driver’s license. Must be insurable.
