SAFETY MANAGER - OCEAN MIST FARMS, CASTROVILLE, CA

The Occupational Health & Safety Manager is responsible for the successful management of all duties associated with Occupational Safety and Workers' Compensation Programs of Ocean Mist Farms for the following entities: Desert Mist Farms, Laguna Mist Farms, Ocean Mist Harvesting, Sea Mist Farms and Ocean Mist Foods. This position will also work with Valley Pride, Inc. on certain consolidated insurance and safety programs.

Essential Duties and Responsibilities
Occupational Safety
  • Effectively develop and manage comprehensive employee safety programs. This includes responsibility for safety training, procedural development, and compliance with local, state, and federal regulations (i.e. Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT).
  • Conduct comprehensive risk assessments for Ocean Mist Farms and Affiliated Companies.
  • Provide technical and regulatory guidance on all safety compliance programs including but not limited to the Process Safety Management and Risk Management Plan (PSM and RMP).
  • Evaluate effectiveness of loss control systems to prevent and eliminate safety hazards and provide recommendations including engineering & administrative controls.
  • Promote safety engagement through various means such as to facilitate and attend regular department meetings, participating in on-going interaction and communication; assisting with safety orientation, conducting training for all new hires, supervisors and managers; and supporting safety recognition systems.
  • Serve as lead with governmental inspections, independent safety audits or facility visits.
  • Implement internal safety inspections and safety audits of different working locations, equipment and processes to ensure safety and healthful work conditions for employees.
  • Serve as the Chairman of the Safety Board; develop and maintain related policies and procedures.
  • Conduct comprehensive employer level investigations and due diligence for work-related accidents, workers' compensation claims, liability claim and/or related defense litigation.
  • Measure and track statistical information regarding safety performance, provide monthly and/or periodic reports; and communicate trend analysis.
  • Maintain Safety Management System (SMS) by recording all accident reports in a complete and timely manner.

Workers' Compensation

  • Develop, implement, and monitor all activity related to workers' compensation claims management.
  • Develop and maintain successful partnerships with third party administrators, claim adjusters, defense counsel, various insurance vendors and medical community.
  • Assure the implementation of claim policies, practices and procedures to achieve Company objective for efficiency of claims operations, including directly handling complex, high valued claims, attending trials, depositions, arbitrations, settlement conferences and performing the role as primary contact for catastrophic claims.
  • Research, interpret and apply applicable state laws to effectively manage and administer claims and Return to Work program.
  • Effectively manage Post Injury Program, including interactive process with injured workers to facilitate the appropriate and effective handling of their claim.
  • Review and manage claims reserve increases and claim settlements.
  • Maintain, monitor and coordinate pertinent communication to all parties, including the VP of HR, Safety Board, third-party claims administrator, company legal counsel and appropriate members of management.
  • Prepare monthly injury and illness reports and loss trends analysis for all departments and provide dashboard reports to management.
  • Provide continuous education on general workers compensation law, regulations and post-accident reporting procedures for Supervisors and Managers.
  • Prepare OSHA Form 301; maintain and post annual summary of OSHA Form 300 and 300A.
  • Administer all first-aid claims, track near miss incidents, and manage auto, liability and subrogation claims.
  • Coordinate and facilitate bi-annual claims reviews as well as participate in the Terra Safety Sub-Committee.

Additional Responsibilities

  • Effectively supervise Safety and Employee Relations Specialist.
  • Serve as Co-Facilitator of Worksite Wellness Committee and assist in the development of employee wellness programs, activities and goals.
  • Provide assistance with employee relations and investigations as assigned.
  • In partnership with VP of HR, effectively manage safety resources and budget.
  • Other duties as assigned.

 

Job Requirements and Qualifications

  • Bachelor’s Degree in Occupational Health & Safety, Human Resources, or related field required. Certified Safety Professional (CSP), Certified Worksite Wellness Specialist (CWWS) certification programs are highly desired.
  • Minimum of ten years work experience in the above areas of responsibility. Previous experience in the agricultural industry is highly desirable.
  • Bilingual fluency in English/Spanish is required. This includes reading, writing and communicating clearly and concisely.
  • Advanced knowledge of Microsoft Office suite of applications and other HRIS systems is required.
  • Ability to work with and manage a high level of detailed and confidential information; ability to identify and resolve complex problems.
  • Excellent presentation, analytical, and decision-making skills; ability to learn new duties with minimal repetition; resourceful, well organized, and flexible; prior experience managing vendors and/or project management skills preferred.
  • Self-motivated and ability to work with limited supervision; must be able to work both independently and as part of a team; able to work in a dynamic environment and capable of managing multiple high visibility projects simultaneously.
  • Valid class “C” California Driver’s license is required and must be insurable.
