In a blender, combine the cooked artichoke steam, heart and crown with 2 tablespoons of sweetened condensed milk. Blend on high until smooth.
Add the remaining sweetened condensed milk, rice milk and cinnamon. Pulse until mixture is well combined. Add green food coloring and pulse until you reach the desired shade of green.
Pour the liquid into the ice pop molds and insert wooden stick into each pop. Freeze pops for 8 hours or until solid. Pops can be kept frozen for 2 weeks (if they last that long)!
