2 tablespoons scallions, finely chopped (plus more for garnish)

Directions
Steam cauliflower in the microwave according to package directions.
Transfer to a bowl and cool slightly. Add Parmesan, egg, flour, baking powder, garlic powder, salt, and scallions. Mix until combined.
Add about 2 tablespoons of vegetable oil to a nonstick skillet over medium heat. Drop ¼ cupfuls of the cauliflower batter into the pan and press down slightly with a spatula, taking care not to overcrowd the pan.
Cook for about 3 minutes per side, flipping once. Make sure the bottom side is completely browned and crispy before attempting to flip.
Repeat with remaining cauliflower batter, adding more oil to pan if needed. When cauliflower fritters are finished, transfer to a paper towel-lined plate to drain. Top with chopped scallions and serve with sour cream on the side.
